The Constitution on the Sacred Liturgy passed on a vote by the Pope his Cardinals and the
Bishops at the Vatican in Rome, November 22, 1962
2147 voting for it and 4 against.
The reform of the Liturgy began in 1910 and was the culmination of prayer and research by popes, cardinals, bishops, abbots, and priests.

The preparation for the restoration of the Liturgy and its implimentation enjoyed the support of
Pope Pius X (1903-14),
Pope Benedict XV (1914-22), Pius XI (1922-39),
Pope Pius XII (1939-58), and Pope John XXIII (1958-63).
Implementing the Constitution on the Sacred Liturgy were
Pope Paul VI (1963–78 ), Pope John Paul I (1978), Pope John Paul II (1978-2005).

The United States Conference of Catholic Bishops' Committee on Divine Worship guidelines for exceptions to the observation of a Holy Day:
-
If January 1, August 15, or November 1 fall on a Saturday or a Monday, the obligation to participate in Mass is lifted.
-
When December 8 falls on a Saturday or a Monday.
- Monday, the obligation to participate in Mass remains. When December 8 falls on a Sunday, the observance is transferred to Monday, December 9 and there is no obligation to participate in Mass.
-
Although the "obligation" to participate in Mass is lifted, the feast of the day is still celebrated.

Peggy received her Bachelor of Arts degree in music from The College of St. Benedict, St. Joseph, MN, and her Masters degree in Theology from The School of Divinity, St. Paul Seminary, St. Paul, MN. Peggy came to the Diocese of Winona in 2001 after serving 8 years in the parish of the Most Holy Trinity, a multicultural parish in San Jose, CA. Previous to that, she served 20 years in parish ministry in the Archdiocese of St. Paul/Minneapolis, MN. Peggy is published in various liturgical magazines including Pastoral Musician, Environment and Art Magazine, and Modern Liturgy and is the author of the book, ML Answers 101 Questions on Liturgical Music.
